This is what I get when trying to use tinker helper.

ErrorException (E_WARNING)
exec(): Unable to fork [open "tinkerwell://?cwd=QzpcT3BlblNlcnZlclxkb21haW5zXGRldi5pbXBlcmF0dG9yLnJ1&scope=YTox...

I think reason is that Windows doesn't have "open" command.
But I don't see any info about this package is for Mac only.

For Windows can be used "start" command I guess.
But quick attempt with replacing "open" to "start" in source code didn't work.

Found text in blog post on Tinkerwell site.

Please note, that this feature currently only works on MacOS.
