After deactivating someone, you can go into one of their previous engagements UM page and reinstate them. (but you cannot add a NEW TM if they are deactivated, only if they are in the engagement UM listing page already)
Login as a Superuser
Deactivate a Team Member
Go to one of their previous engagement's UM page
Reinstate them from action drop-down
Current behaviour
There is a way to reinstate deactivated users from the engagement UM page
Desired behaviour
You should never be able to reinstate a deactivated user
Potential Solution:
Remove ability to reinstate/revoke from the engagement UM page.
