When running an agency, it might be required to charge endorsement costs to each tenant.

The endorser should keep track of endorsement requests in order to reconcile activity and assign costs to each tenant/author as required.

@swcurran do you know whose did/organization incurs in a cost when a transaction tht wass endorsed is written to the ledger by the author?
