I only looked at this briefly, but thought you might be interested in how emacs org-mode handles this, with compatibility between the biblatex and csl-based export processors. It looks from your examples that the grouping may be hard-coded?

This filter uses multiple reference files for the grouping. I've briefly discussed with @tarleb recently whether this could be made more flexible with a custom query language. Looking into the org-mode approach is certainly a good idea.
Using a single bibliography file and filtering them in the references div element would be really good. This is simple in BibTeX. It would be great if it were possible with citeproc. It could be implemented similarly.
