[bazel.build] Problem with /docs/android-ndk

Docs don't mention dependency versions needed for integration.

On the latest versions of bazel and io_bazel_rules_go, this command results in a No matching toolchains found for types @bazel_tools//tools/cpp:toolchain_type. error. Additionally, all of the @androidndk//:* targets in the toolchain section do not exist at all. If these have a dependency on specific version of bazel, it would be helpful to mention that in these docs.

Additionally, android_ndk_repository has been deleted from bazel 8 and migrated to Starlark in https://github.com/bazelbuild/rules_android_ndk/
