In both FreeBSD and SmartOS packaging, upgrades do non-standard things with config files. For SmartOS, the current config files are copied to .bak files. In FreeBSD, old config files are just squashed and replaced with the new ones.

The behavior should be similar to debian and redhat where the new files are made as .new files and the old config files are kept.

This was fixed on SmartOS in #123, but still remains unanswered for FreeBSD. This is somewhat related to #127
