Introduce the protobuf practice which bali using

bali-cli(https://github.com/bali-framework/bali/) is based on the practice of protobuf, which comes from the best practice by Google results.

But we never tell the detail of it.

Generate PB files:

• with go-task, use cmds below to generate pb files:
• pb dir: app/proto.
• all data layers are defined using protbuf.
