Codify climate data import infrastructure #815

Currently, none of the infrastructure used to import climate data via create_jobs and run_jobs is codified. This includes:

spot fleet launch configuration
data imports autoscaling group
run_jobs ECS service

These resources are currently defined in the AWS console, and documentation lives in the deployment README.
