Fix issues that prevent repeatable NPM dependency installation in app VM #1272

Sometimes, the app VM will fail to provision due to a permissions issue with the node_modules directory.

Thus far, a successful workaround has been to use npm on the VM host, and then attempt to reprovision the VM.
