Show annotations on full texts regardless of TOC state

URLs for full texts on Austlit change depending on whether the table of contents is open or closed, so annotations will appear/disappear depending on whether the TOC is open or closed.

A possible solution would be to attach a property to the target resource within the annotation (e.g. isPartOf or isEquivalentTo) so that the client can get annotations for the related URL as well.
