Addresses #850
Now that Jira supports storing attachments in S3, let's add a dedicated helm values stanza for it (just like for avatars).
Can be merged now but released only after https://bitbucket.org/atlassian-docker/docker-atlassian-jira/pull-requests/151 is merged.
