How to scroll one element by dragging within another? #42

I have a small touchscreen device and a dedicated 'scrollbar' region on the right.

I am not familiar enough with the javascript to figure out how to specify that the main window shouldn't be draggable, but it should scroll if I drag within the scrollbar area on the right.

Is there a way to do this?
