Move domains to new registrar

Our domains are expiring soon and Google Domains is shutting down so we need a new registrar

• Evaluate possible registrars (cloudflare, porkbun, etc)
• Migrate stanfurdtime.com to new registrar
• Migrate berkeleytime.com to new registrar

Chose Cloudflare because we can move storage (Buckets -> R2), DNS (Cloud DNS -> CF DNS), and compute (Compute Engine -> Workers) to cloudflare too.

Currently moving stanfurdtime.com to Cloudflare. Contacted the CTO (Vedha) about adding billing information to facilitate domain transfer.

Once stanfurdtime.com is moved, I will work on moving berkeleytime.com. Not anticipating any downtime but (temporarily) will not be able to deploy dev branches to subdomains because that is currently on GCP DNS.
