Consider making each notebook its own repo #622

Each notebook would be in its own repo under the umbrella of an astropy learn organization.

Benefits:

Allows easier integration with binder (if notebooks have competing dependency versions). This would solve a limitation with the current implementation as of Binder dependencies #617.
Each notebook can run on its own CI
