Execute

mvn clean compile assembly:single

e.g. here as
C:\Users\user\MyFiles\workspace\IdeaProjects\jerryfx>"C:\Program Files\JetBrains\IntelliJ IDEA Community Edition 2023.2.2\plugins\maven\lib\maven3\bin\mvn.cmd" clean compile assembly:single

to create a jar with all dependencies included _except_ the OpenJFX platform dependent modules. The jar is located as
jerryfx-4.0-jar-with-dependencies.jar in ...\jerryfx\target

Run the program -- including a splash screen - by

java -jar --module-path path_to_jfx_lib_jars --add-modules=javafx.web jerryfx-4.0-jar-with-dependencies.jar

e.g.

java -jar --module-path c:\Users\user\Downloads\openjfx-11.0.2_windows-x64_bin-sdk\javafx-sdk-11.0.2\lib --add-modules=javafx.web jerryfx-4.0-jar-with-dependencies.jar

or collect the jar's downloaded by maven into a single directory, and reference it to make sure the version absolutely match.
