Similar to mahjong soul, you can have your own character with voice lines appearing here and there and telling some things. Maybe some kind of "Welcome back master" when the user visits the homepage (including a cooldown to not spam voice lines). Also, maybe some character interactions like specific games against a bot

I actually came across this site: https://gamegauntlets.com/. Aside from the steam games spinning wheel, they implemented the figure Neptune from the anime Game Neptune (definitly recommend watching it). After some "reverse-engineering" I found out that they use Dreamer-Paul/Pio, a japanese (if I'm not mistaken) library for creating canvases to spawn such models. Theres also a list of some models provided by the author of the libray here.

It seems like that those models were created using a software similar to Live2D Cubism Editor which is a software to create skeletons and such for such models. Probably also a similar software to the ones to create VTubers with.

The whole library seems to have taken inspiration from stevenjoezhang/live2d-widget which is based of EYHN/hexo-helper-live2d. So it should be pretty obvious that they used live2d cubism editor.
