Font package shouldn't ship configuration that strong prepend itself with conf number greater than 50. Fontconfig user-level configuration number is 50, any prepend in the conf file with a number greater than 50 will override the user's config.

I prefer to remove it directly. As I said in https://gitlab.archlinux.org/archlinux/packaging/packages/noto-fonts-cjk/-/issues/2#note_189870, all implementation way is either break user config or do something that fontconfig has done.
