JSON endpoint for listing all the packages

Is there such an endpoint? I found https://archlinux.org/packages/pkgbase-maintainer but it also lists the maintainer along with the packge. (If we are already listing the maintainer, why not include other useful information such as description etc. and rename the endpoint?)

There is afaik no such endpoint, the pkgbase-maintainer API is specific for Gitlab's Bugbot but you can still use it as the endpoint is highly cached.

There are no package details as that was not needed.
