Add support for adding as a webhook for an entire organization

Right now to add repos you have to follow the manual setup process described here.

This implementation requires you to do manually setup a repository one by one.

Add support for monitoring for all repositories within an organization such that the setup is a one time deal by setting up a webhook at the organization level.
