import stops story

we need to have a possibility to import stops. story:
as a gtfs feed creator, I need a possibility to at least import all the stops from livi or ideally a subset.

interaction with postgres happens when snapshotting is done. we could create a button next to "edit feeds" button

this would then seed the postgres DB with stops before editing

its not important how the stops are loaded; can be from user or server what ever is convenient
If database can be seeded, that is also fine.
database can be accessed directly from JS code, this is experimental development
