What happened

Javadoc still does not automatically pop up when the mouse hovers over a class or something like that. I cannot confirm which version has been happened but I can confirm this has long time.

Language / Project Type / NetBeans Component

Java Maven/Gradle (Even the Ant example project)

How to reproduce

Just move the mouse hover the class you want to show the javadoc. Only if you press Ctrl+Space the Javadoc can show.

Windows10 / Linux (OpenSUSE)

JDK

JDK21 provided by OpenJDK(Bellsw or OpenSUSE)

Apache NetBeans packaging

Anything else

If anyone can tell me how to debug this, I am glad to pull request to fix it.
