This is Part 2 of the Search by Location Milestone:

MVP

• determine how the geocoded address is matched to protections legislation data at the city, county, state, and national levels
• determine what the UI should look like for displaying results to the user, including empty states for each admin level (perhaps use the infowindow for now)
• determine a reasonable search radius for housing justice actions so we may include those as well

There's likely more TBD, but the meat of this task will most likely be wrangling the data on Carto. Implementing this depends on resolving #90 first and joining cities to their polygon admin boundaries if we decide to do a point in polygon search for all admin levels of protections data.
