How can I customize a self made cursor's size

Hi! I like the cursor size of this cursor theme. And I'm recently looking for a way to export my favorite linux cursor theme to windows cur. However there's a problem that the size of the cursor I exported is a little big even after I resize the image size. Can I ask your experience about the cursor size? Thanks in advance.
