Refresh Volume steps for different audio device when resumed video from background

To Reproduce
Steps to reproduce the behavior:
Play a Video with full volume in loudspeaker or Bluetooth Speaker
now switch to another app without pausing video or do some work for sometime
then switch back to video to resume watching with another bluetooth earphones
Now sound will be less even in max volume...no way to increase more.
restarting app moves volume to like 46% which is correct steps for that bluetooth device.
so we can increase it to get more sound

Expected behavior
Volume slider should refresh when we switch to other audio device and
show correct volume steps instead of max volume which we set on previous device.
