Some pools don't support tracking multiple mining machines under one account registration. In that case, you have to run a 'proxy' that gathers deadlines from all your miners and that sends those deadlines to the pool instead of them directly.
If you have many mining machines, and if you need a proxy to collect them all, you may not want the proxy to mine anything on its own - you may want it to just act as proxy, as fast as possible. This piece of software supported acting as a proxy for a long time, but its main purpose was mining and apparently it didn't even start up if it could not find any plot files.
This change comment means, that it has been fixed, and if you set it up to run as a proxy, it no longer needs any dummy plot files to start up.
I don't understand how you could mine without mining.
