Perhaps this is caused by the purging of images 6 months and older?

Step 5/12 : RUN apk update &&     apk upgrade &&     apk add $BUILD_PACKAGES &&     apk add $RUBY_PACKAGES &&     rm -rf /var/cache/apk/*
