does the group need to be empty of people first?
can anyone delete any empty group?
does this need :trollface: protection?

Definitely needs :trollface: protection.
Can you delete a group even if you weren't the one to create it?

I think anyone can delete any group as long as it's empty. The requirement of it being empty should be :trollface: protection enough.
