Merge Import and Verification Steps for P21

Currently, the P21 data import and verification processes are handled as separate steps, both in functionality and in the user interface. To streamline the workflow, we propose merging these steps so that imported data can be verified as part of the import process itself, reducing manual effort and potential errors. This includes updating the UI to reflect the new combined process.
