version 0.7.0 is missing from bazel central registry

the release page for v0.7.0 indicate that we should be able to install it using:

bazel_dep(name = "rules_zig", version = "0.7.0")

But the latest version in BCR is 0.6.1: https://registry.bazel.build/modules/rules_zig

Yes, it's unfortunately stuck on CI in bazelbuild/bazel-central-registry#3461 due to what looks like an instance of #273. I've been trying to reproduce the issue locally to isolate the cause, but so far with no luck.
