Actor bot setup

It would be nice to have some documentation on how to setup actor bot:

• where to set actor server IP + port just like in Actor Android
• how to install botfather
• how to deploy actor bot in general

@niiamon: do you have any success in setting up bots for local server? Could you please share your experience here while we still don't have any official docs. Thanks.
