What are the guidelines for external contributors that wishes to contribute to the documentation or even to the website content (e.g. waku-org/waku.org#25)

Should we make them sign a CLA?

Should we keep a private licence on the doc repo? same questions for landing page.

This is indeed a important question. I really do not have an answer for it and not sure if CommsHub has the required experties atm to answer either. I suggest you decide whats the best for waku for now and same time bring it up as a long term request to Flo or Jerry.
