Automatic deployment of development environment

Using something like vagrant we could easily mimic a server-deploy.
This has following advantages:

• Set's up analogue environments for all devs
• Ability to mimic production server deploy
• Allows Windows users to more easily test their bots and help develop (since arbiter is currently not working on Windows)

Needs to be done:

• Decide on virtualization provider
• Create necessary configs and deployment scripts
• Update documentation (or, like, actually start writing some)
