Suggestion: Add chat command to create new issues from the Discord chat

Sometimes a new issue has to be created and the easier it is, the more likely it is that the issue will get captured in Gitlab.

Maybe there could be two modes:

• "quick" : /create which just accepts a string and it creates an issue with that title.
• "detailed" : where you chat with the bot and it asks some preset questions and then fills in things like assignee, due-date, estimate, reproducability etc
  • this would also require some way to customize the questions as well

@jLouzado The purpose of the bot is to monitor and receive information from repos, not to edit them.
I may consider this in the future, but for now it's only for what I mentioned above.
I'll leave it open though.
