The parameters MaxMasternodes and MaxMasternodesV2 are 18 and 108 for main net, test net, dev net. But there are no less 108 nodes in test net and dev net. I suggest modifying these two parameters according to the actual situation of test net and dev net. So we can detect problems about signers and candidates in advance.
