Problem With Loading Plugins in #199

There is a problem with the plugin loader e.g. when i click install on any plugin it says it has installed and i should reload/restart the server which i do. Then it does not show the plugin in the plugins folder or the command /pl. Please say if this is an issue with the server memory or the fine Control panel which i highly doubt. Thanks,
