Can we re-enable the ability to create scripture documents with HL/GL side by side in two columns?

This is something we can do, but it will take some time to implement. At least these would need to be done:

The layout for Docx needs to be implemented.
The layout for HTML/PDF/ePub would need to be updated to accommodate changes since it was last used.
A UI control added that lets the user indicate they would like to use this layout.

So totally doable and on the roadmap already, just needs those things to be done. I am looking forward to working on it.
