Subscription Input Field Missing on Localized WordPress Blog Pages

Describe the bug
As reported by @imiyake in https://meta.trac.wordpress.org/ticket/7810

I noticed that the input field for entering a subscription email is missing from the subscribe area on each page of the WordPress Japanese Local Site blog. This issue prevents new users from subscribing. It is unclear when the input field disappeared, but the same issue is occurring on other localized sites as well, such as the Russian WordPress site.

This indicates that the issue may be affecting multiple language versions of the WordPress site, not just the Japanese version.

To Reproduce
Steps to reproduce the behavior:

1. Go to https://ja.wordpress.org/2024/10/14/secure-custom-fields/
2. View footer, see no subscription widget.

Expected behavior
A subscription widget.

Originally opened on wporg-main, but it appears the template is from wporg-parent.

It seems the Jetpack Subscription block just doesn't work:
