Capturing a discussion from 2024-12-15 in the developer chatroom.

Sticker packs as a submission type
- Can re-use submission privacy settings to place restrictions on usage
Could maybe instead have individual stickers as a type, and folders be sticker packs, but only if folders get a lot better and more flexible beyond current plans.
