Agreed, it should be merged into 1 command.

Considering that many players utilize custom clients that allow them to change the time of day freely, I don't think that the command should be a donator perk, I think it should be public to all players as it is really not a large change to the game, and it is already doable if you were using a unique client (Badlion Client, Lunar Client, etc) as previously mentioned. There are still a large group of people who cannot
