Add a secondary port to handle non-user-facing routes for /heathz and /metrics.

/heathz - provide health reporting, mostly in 200 vs 500 status codes
/metrics - provide Prometheus-ingestible metrics

Both of these should be extensible systems, allowing adding more health checks or metrics downstream.
