Sending Mail to New Players

When new players join the server, there's no way to send them mail. I'd like to send them a welcome package using /mt send, but when you try that with a brand new player, the server responds with "Could not find a player by the name of xxx". Currently, I'm not sure how long you have to wait to be able to send them mail, but if this could be fixed, I could send welcome packages via the mail system.
