Target DB should track MinIO Host and Bucket #266

The VDI_CONTROL schema needs a new single row table that will track the MinIO host and bucket that it is synced with.

On startup, the service confirms that all target DBs agree with the service's minio host and bucket.

If a target does not yet have this info, the service will add it.

This upgrade prevents the very bad things that happen if a DB is misconfigured to a stack
