FILE MENU, IMPORT SCENARIO - Nothing happens.

This feature is not yet implemented and the interface now will display this message. This will be a feature to be added.

@rjanke20 As we've discussed previously, the import scenario function can be substituted with saving to a different inp input file. I think it would be good to get a poll from users how much they depend on the import scenario function as it was implemented in the original EPANET.
