Create AMRT API specification

In discussions with the Intel OCR team and David Boheme from LLNL, we will design an API specification to go between Asynchronous Multitasking Runtimes and Tools - "AMRT" for lack of a better idea. The specification will be based around the API sketched out by the OCR/Legion team, in issues #37 and #55.
