Proposal: Add Code of Conduct, Contribution Guidelines, and Issue and PR Templates

Hi SQLMesh community!

I noticed that this repository doesn't have a code of conduct, contribution guidelines, or issue and pr templates. Adding these could make it easier for others to contribute and help streamline collaboration.

Would it be okay if I open a pull request to add these documents? I can base them on standard templates (like the Contributor Covenant for the code of conduct) and tailor them to fit this project.

I'd love to hear your thoughts!
