This program now needs its own google chrome extension. Like the "Return YouTube Dislike" extension. A simple GUI can be popped from the extension icon to allow users to define report/delete settings. A mass report button, and tools for youtube creators.
Moreover, an auto report and auto-delete enable button would be blessed. This features would automatically mass report every spam comments for every youtube video that you visit.
