Add test to workflow - are the number of distinct values of mitigators what we expect? #32

We have had a few instances where mitigators go missing. This should be a test that we can incorporate into the workflow?

According to mitigators_lookup we should have 33 different IP activity_avoidance mitigators, current data (3.0.1) has 31
