出了什么问题？(What Happened?)
在执行方案列表，只拥有执行方案查看权限、执行方案同步权限的用户点去同步按钮，提示‘你已拥有权限，请刷新页面’

点去同步，提示有权限，如果点去申请到空白页面

因执行方案同步依赖编辑权限，实际上是没有编辑权限

预期结果(What you expect?)
正常申请权限
