[Tabs] 竖向排列时，tabs数量过多，页面会拉很长 #4765

这个功能解决了什么问题

竖向排列时，tabs数量过多，内容高度很短，页面会拉很长。当需要查看的tab在后面时，查看内容，需要拉到下面找到对应tab,然后再滚动到顶部，来回滚动很麻烦

你建议的方案是什么

竖向排列时，希望能有个最大数量或者最大高度，超出时跟横向一样滑动展示
