Summary

Installation of an informational directory alongside the Python package as described in PEP 376 and PEP 627.

Motivation

When TRIQS is installed into a venv, presence of the .dist-info directory would make it visible to pip.
This way it would be possible to add a specific version of TRIQS as a dependency to downstream Python packages.
